What Does A Small Bump On Waist Indicate?

I have a black head looking small bump on the out side of my waist band when I feel a bump under my skin about an inch from this black head When I squeeze that bump stringy white stuff comes out of the blackhead this fills up again in a few days what is it and what should I do about it I'm 66 years old
