I have a small ball under the penis shaft, it s under the skin right where the skin was cut off when I got circumcised, it doesn t hurt or nothing it s really small and when I press on it, it moves, I ve been having it for years, it gets a little bit bigger when erect but when penis is completely flacid it s harder to find and smaller

It is very difficult to comment without seeing directly or pictures. Since it is not growing and there is no pain it could be the remnant of the foreskin after circumcision. You can get a direct checkup with a doctor.
