Topically it is used often as skin whitener but is banned in many countries.It is a potential carcinogen and can cause cancer.In lab studies it has been seen to have potential for hepatocellular adenoma,leukemia,thyroid hyperplasia etc.Ochronosis can be caused by hydroquinone.So it is better to use cosmetics which are hydroquinone free.But that does not rule out presence of other toxic chemicals in the product you are using.To comment on the safety of the product you need to list every chemical present in it....
