Hello and welcome to healthcaremagic

Oily skin and tanning can both be addressed together by glycolic peels. You need to visit a dermatologist for the peeling sessions, every 2 weeks. Your dermatologist might also choose to prescribe you an overnight cream containing one or more of the skin lightening agents like kojic acid, glycolic acid, hydroquinone, arbutin etc.

A gel based sunscreen would be a more suitable option for you.
