What Is Causing Swelling And White Spot On The Bottom Of The Head Of Penis?

For the last 3-4 months, the bottom of the head of my penis has been swollen and there is a small white spot on that that is red around it. I ve tried anti fungal creams but no change. I don t think it s herpes because it hasn t ever dried up or had any discharge. Any ideas?
