What Is The Cause Of Pain In Foreskin Of Penis?

Hello Doctor: I have a problem where the skin that covered my penis head is shallow and hurt when I tried to put that skin back for cleaning. Also around the end of the penis head (other side of the tip) get tight and almost imposible to pulled back. I m a uncumcised male. Do you think it could some kind of infection?
