What Is The Skin That Is Attached To The End Of The Head Of My Penis?

Hello...this is kind of awkward anyways..I m a 14 year old with penis questions First of im uncut and this will be hard for me to explain Anyways my complications are is that when i pull my foreskin i can pull it to the end of my head but after that there s this other skin that attached to the end of my penis head and it cant pull back its like blended together and in the center its open(sorry dont know how to explain it) anyways yeah i can pull my foreskin (until my short frenulum starts to bend my penis but what is that set of skin thats attached to the end of the head of my penis?
