What Is The Tinglish Green Patch On The Thigh?

Hi, I had a small green patch on my thigh, the size of a pencil sharpener. It went away and came back several times. Now it's back but considerable bigger and it's blackish/greenish. It doesn't pain, just a dull, tingling feeling. What is this? Should I be concerned?
