What Is The Treatment For Red Blotches In The Legs And Knee?

my 85 year old mom has red blotchiness on her legs below the kneee and they feel heavy. Not hot to touch, was itchy at first but not now. They feel heavy. It's been hot lately and she doesn't sweat much. Is this related to the humidlity. Should she drink more water or should she be concerned that it is more serious.
