I understand your concern and it appears as you are having chronic upper
respiratory tract infection with involvement of laryngopharynx and vocal cords, which is responsible for loss of voice.
For managing it properly one should examine you thoroughly and need following investigations-
1- Culture and sensitivity of throat swab.
2- Gram's staining of throat swab.
3- X-Ray chest & X-Ray
paranasal sinuses.
4- Blood- CBC,
ESR, blood sugar (fasting and post parendial).
With the help of inferences of above investigations and their co-relation with findings of physical examination one may make the diagnosis and finally treatment may be planned.
Till above formalities are going on you may take-

Cough suppressant.
2- Warm saline gargling and steam inhalation.
3- Anti inflammatory.
4- Antibiotic will be decided according to the sensitivity report.
