It seems that your child has suffered a serious brain damage at birth most likely due to stroke. The recurrent seizures suggest that the control of epilepsy is still incomplete and the drugs need to be reviewed for proper control.

I would recommend you to visit a pediatric neurologist for complete neurological examination and review of further treatment. A good control of epilepsy and proper physiotherapy will be useful for your son.
