What Is The Treatment For White Flaking Scabs On The Scalp?

Hello, maybe you can help me. I have white flaking scabs on my scalp. I am also experiencing hair loss, when rinsing and brushing my hair. I have tried many shampoos, but they don't seem to work. I live in China, and the doctors here only use herbal medications, which doesn't work either. Any advice would be grateful. Thank you
