I understand your concern for the marks around lips despite using steroids and moisturizers.
I would like to ask you that have you met a dermatologist for the marks or the steroid based cream been prescribed by a Doctor other than a dermatologist.
In general we dermatologist never prescribe steroid based cream for pigmentation. If I were your dermatologist then would not had prescribed you tenovate as it is strong potency steroid clobetasol in it.
I would have prescribed you a cream containing kojic acid or azelaic acid at night time. This is quite safe cream and results are seen in few weeks of the period.
Even then I suggest yo to meet a dermatologist in particular to get a proper cause and diagnosis of your pigmentation.
All the best.
