General Surgeon 's  Response
HI.
The fluttering sensation like the mobile vibrating every half second can be a damgerous problem. Consult a Surgeon to get a clinical diagnosis, auscultation for any problem with the iliac or femoral artery like constriction, narrowing or so.
You have to undergo an urgent ultrasonography and color doppler and get admitted for further care treatment.
