First of all, masturbation on a regular basis does not lead to any erectile dysfunction or premature ejaculation. One a person becomes sexually mature, either he has sex, or masturbates or he has nightfalls. So you have to stop worrying on that account.
I would suggest you to consult a psychiatrist for early ejaculation. You can be treated with both medications (like the selective serotonin reuptake inhibitors like paroxetine on a daily basis or dapoxetine on as needed basis) as well as behaviour therapy sessions. Behavior therapy sessions will include sex education, relaxation training and teaching methods like squeeze technique and distraction for controlling ejaculation.
