If this discharge is white as pus then you are likely to have some urethritis due to STD. Then you have to meet your physician.
If it is just clear and viscus fluid, then it is just a normal precum.
Precum will appear whenever you get sexually stimulated. In some people it will be seen obviously, in some it may not be seen.
