My first baby got rubella infection.My doctor not noticed it.After delivery it can be found.Why the doctor not noticed in pregnancy time?My baby born with cataract,hot problems.In scanning doctor said there is less growth of fetal,but the baby is healthy,but all my expectations are turned down

When a doctor suspects rubella there are specific tests we order to diagnose rubella.not in all countries these testing s done for all pregnant patients.in India we test for rubella if
1.fever with rash during pregnancy especially in the initial 30th
2.early onset of growth restriction in the fetus
3.previous repeated abortions
