my husband has been having problems urinating and last night he showed me a blood clot it was long and skinny he says his blatter feels full tries peeing but can only go a little he is in the emergency room now any clue what it could be....and will his condition cause mood swings

You have not mentioned his age in your query,it could be due to either enlarged prostate or stricture of urethra (Narrowing of urethral passage ) and needs to be investigated.
Please consult qualified Urologist for clinical and digital rectal examination and get following basic tests to diagnose the cause for his symptoms. 1) Urine Routine and culture 2) Ultrasound scanning of abdomen. 3) Cystourethrogram (If required)
This will not cause mood swing but his mood swing may be due to discomfort that he has due to retention of urine.
