Could High Phosphorus Level Still Indicate Secondary Hyperparathyroidism?

There has been an increase in phosphorous level in my blood. But doctor says there is no evidence of secondary Vitamin D level is okay. No evidence of secondary hyperparathyroidism from chronic renal insufficiency. I thought high phosphorous would indicate secondary hyperparathyroidism
