Brief Answer:
It is less likely to be herpes

Detailed Answer:
Hi! Welcome to health care magic! Thanks for sharing your concerns with us. We will try to help you in best way possible. First of all, it needs a little clarification that whether the bumps on penis resolved or not? and also that whether they were painful or painless? As the genital herpes usually produces painful clear fluid filled vesicles and doesn't appear the way it is appeared in the picture. On the legs the rash is like hair follicles infection or allergic dermatitis. And association with genital herpes is less likely. If symptoms like fever or swollen glands appear in the groins or else where then blood workup both general and specific for STDs may be needed but not at this level. Hope this has answered your query, if you have any more questions, feel free to ask. Regards.

Brief Answer:
It can be a separate entity

Detailed Answer:
Hi! Since two months have passed when that incidence happened, so it is less likely to be related to that. Flu can be seasonal or viral infection which nay resolve in a day or two while using anti histamines like cetrizine or steam inhalations. A course of antibiotics like augmentin or azithromycin may be needed if accompanied with fever. Regards
