Osteoarthritis is not usually the cause for ankle swelling. It may be caused by local problems such as poor blood flow or by more general problems like heart, liver or kidney disease. You need to get a comprehensive exam and you may need an ultrasound of your heart to rule out heart problems as a cause of the swelling.
You also need liver and kidney blood test to make sure that they are normal.
The petechial rash also is not likely related to the osteoarthritis but can be from the edema or other causes such as infection or again problems with your heart or kidneys. Sometimes a loss of platelets in the blood can also cause this type of rash.
I suggest that you see your doctor soon for further evaluation, blood tests and possibly an echocardiogram of your heart.
