Brief Answer:
A consequence of stroke more likely than medication.

Detailed Answer:
I read your question carefully and I appreciate your concern for your uncle.

In theory if you look at drugs side effects the overwhelming majority of them list dizziness as a side effect, however it is common for some and uncommon for others. For the drugs that you mention it is an uncommon side effect and I wouldn't consider that as the most likely possibility.
It is by far more probable that it is a remnant of the damage caused by stroke, there are brain areas responsible for balance and their impairment often leaves some residual symptoms. The best therapy is movement there are no special medications for that.
Of course to be better able to assess that it would have been useful if you could upload some of his medical reports in order for me to see where the damage in his brain exactly was.
Another thing which I hope to see in those reports is whether there has been done any imaging testing of his vessels. Often people who have suffered a stroke can have narrowing of blood vessels in a diffuse manner and if he has narrowing of the blood vessels supplying the posterior part of his brain that can lead at episodes of insufficient blood in these areas (which are responsible for balance.)

I remain at your disposal for further questions.
