Can HIV Be Contracted Through Non-penetrative Intercourse?

Question: If there was no penetrative sex of any kind oral, vagina, or anal and the following were the only actions is there any risks of any diseases? One dr says No risk and the other says not likely or negligible. Seems close but different.
1. Kissing no tongue
2. Male fingers female and bites his nails small cuts possible
3. Female strokes penis with hand but no fluids and no ejaculation
4. Mild sucking of females breasts by male
5. Female with panties on pushed them to lips no tongue on lips to vagina
Can you please tell me if I should refrain from sex and get tested. Thanks
Here's what a Dr says who works in a large STD clinic but some say slight risk for Herpes or Syhilliss.
Who is right those who say low risk or no risk below:
Welcome back to the Forum. This was a no risk event, not just for HIV BUT FOR STIs too. No risk from receipt of masturbaton, masturbation of a partner, or from getting her genital secretions on your hands and fingers. Cuts on your hands and nails make no difference. No need for concern, no need for testing of any sort, and no need to abstain from sex with your wife. xxxx

Dr XXXXXXX
I have had 3-4 opinions and yours I think is best; you have been a doc for over 40 years and likely seen everything?! 3 OUT OF 4 Docs agreed with you only one said negligible or minor risks from my actions for Herpes, Syhpilis, and maybe HIV, but all agreed no HIV. Please look back quickly and my stated actions.
Heres my only other question...likely we are both in our 60's and I have been married over 40 years...probably similar to you. Would you personally have any testing as a safe guard had you done the exact same things and would you have sex with your partner with zero reservations....thanks to you.

Brief Answer:
Get relaxed Nothing to be done and nothing to be worried about as well.
Detailed Answer:
Hello,
The term STD itself suggests Sexually Transmitted Disease. In your case, since you do not have any sort of active sexual act, there is no possibility of you acquiring STD.
In the absence of any symptoms, If I would be in your place, I will not bother about it and would not go for any further testing.
You are married for 40 years and have monogamous relations with your wife. Please go ahead and enjoy your life with an open and relaxed mind but see that you don't get carried away.
Do not repeat history in the future so that you do not have to have sleepless nights ever again.
Hope I have answered your query. Let me know if I can assist you further.
Thank you.

Dr XXXXXXX
I appreciate your kindness. I am Normally a pretty normal guy but I have gotten myself tied up in knots through both anxiety and worry!
I think I have ask and received 3 opinions most that said my risk was either no risk or negligible risk.
That said I had an expensive early RNA XXXXXXX qualitative test which is said to be 99% sensitive not sure about speciality the dr said its window was from 4 days to like 14! Mine was done at 9 1/2 days. Non reactive. Then I had a core antigen test done with finger blood prick at 13 1/2 days window was said to be 14-21! Non reactive. Not sure of sensitivity and specicity.
Would have one of these two have been reactive for sure if there was an issue????, and, what test if not is 100% at what time. Sorry for being a pest. And to your point I WILL NEVER put myself in this position again!! Thanks
