Brief Answer:
No risk of HIV from this contact

Detailed Answer:
Hello,
Welcome again. Sorry for the delay in replying.
HIV does not spread through an intact skin contact. Since you had a condom for the mucous membrane and had no open lesion on the scrotum, there is no risk even if your scrotum came into contact with her skin lesions.
Having diabetes and hypertension does not alter this situation.
So relax and get on with your life.
Take care
