HIV can not be transmitted by dried blood/semen because it is a very fragile virus and get destroyed by the time blood dries up. But HIV is not only disease to be transmitted, there are Hepatitis B & C which still can be transmitted by dried blood and hence universal precautions are worthwhile in risky situations.
