Can HIV Or Infectious Hepatitis Be Contracted Through An Open Wound?

Question: I scratched my arm while shopping in a stand inside virgin mega stores . I didn't see blood but when i sprayed a perfume on it . My question is can such this wounds cause virus transmition ? Because we always face like this wounds .
Pls find attached the pic of my arm just a minute after scratching .
