Can A Blood Blister On The Scrotum Be Treated?

Question: Good morning, I believe this may have started with an in grown hair but at some point I started to get some kind of grouth on my scrotom,, like a blood blister and not to be funny but it looks like the wart on the end of a witches nose, if I tear it it bleeds a lot at one point it came off in the shower bled a lot then grew back, what might this be, im beginning to get concerned.
