Though Fordyce spots are painless, harmless and not infectious and do not require any specific treatment. However, warts on the penis may be genital warts. Genital warts are common Sexually Transmitted Infection (STI). Certain types of HPV (Human Papiloma Virus) cause genital warts. These types do not cause cancer. Treatment can get rid of genital warts, but once you have genital warts and HPV, you can always give STI to some one else. It is important to use condom and safe sex practice for avoiding further transmission of this.
Take care. Hope I have answered your question. Let me know if I can assist you further.
