Can Physiotherapy Done On Shoulders And Arms Cause Neck Pain?

Question: Hi! Just a quick question- i go to phyiscal therapy 3x per week for neck, shoulder and back pain. I also have cervigenic dizziness/vertigo from a neck injury. Ive been doing vestibular therapy and have had manual therapy to my neck. Now my questiin is when the therapist works on my shoulders iand arms can that make my neck worse?
