Scabies can lead to itching with development of itchy red raised lesions over the scrotum . It cannot cause development of holes .

In my viewpoint, you seem to have developed either sebaceous cysts or follicular prominence's over the scrotal area.
Although both these conditions are essentially harmless, still it would be good to see a dermatologist and get the area checked to rule out any other problem.
