Yes stress can cause high prolactine levels in men, but usually not more than twice normal ranges.
If you have symptoms of high prolactine level (gynecomastia, impotence, headache, visual problems ect) and the prolactine level is high than stress is not the cause.
If it is only slightly elevated without symptoms than you should repeat it after a quiet sleep, fasting.

Because about 3 weeks now it goes away but when i start stress work it games back and also i was eating foods with vitamin b6 why it goes of and cames back at stress work done by me

The fact that during these weeks you have had also normal levels ( the prolactin is fluctuating) may be a prove that it is raised by the stress.

Also am an athletic too so should i stop running because it can raise pro lacting level and also affect testicle too?

I wouldn't recommend to stop physical activity without finding a cause for the high prolactin level.
High prolactin may cause also low testosterone levels.
In rare cases physical activity may be the cause for low testosterone.
So, check the prolactin at first start treatment if it is high and after the normalisation of prolactin check testoserone level.
