Tc99m Scintigraphy is a functional test that specifically lacks the resolution to view the individual testicular veins with clarity.
Testicular vein and its branches can not be seen in Tc99m scintigraphy as this test using Tc99m 04 (Tc99m pertechnatate)only reflects overall vascularity of the testes without specifically visualising the individual vessels specially veins etc.
On the other hand as CT venogram is having the resolution to decipher the individual veins and its tributaries it is better modality for assessing the testicualr veins and its anatomy rather than the Tc99m Scintigraphy which is a functional test and lacks the anatomic details specially as regards to vascular territory.
