Well, Is the swelling only from ankle to knee? Is there no swelling over the foot? If yes this is called bilateral pedal edema. Can you please check about the surgery, cororitic surgery?
In idiopathic edema, leg swelling occurs for unknown reasons after standing for several hours, especially in hot weather. People with congestive heart diseases often have trouble with swollen legs as the heart pump fails and blood stagnates in the veins. The veins do not direct the blood well in a 60 plus year old.
There are several simple and effective ways to relieve swollen legs: ---

Yes I have read the history of carotid artery surgery and I have mentioned already that patients with heart diseases, including the post op cases may be associated with this condition.
The red blotchy discoloration and pain is skin inflammatory changes secondary to the swelling. collection.
