What I am understanding is that:
...you have Hsv1 and no other Sexually transmitted deseases
...you are asking why you have itchiness in the vulva continuously.

Every woman has yeast infections from time to time, excpecially if she is obese/overwieght and prone to sweat. It is the most common cause of itchy vulva. Other cause may be some other infections as trichomonas, or even Hsv1 may vause itchiness.
If you see white/red patches in vulva or around it, that you identify as the cause of itchiness, then it is most probably a yeast infection. If I was your caring doctor, I would recommend to use ketoconazole 2% twice/day for 5 days- 2 weeks or fluconazole 150 mg 1 single tablet.
If that is not helpful, then you need to do a gynecological visit to rule out the cause of it and treat accordingly.

You can find the cream over the counter. Depending on the country you live, you may find the tablet over the counter too.
But anyway, my recomandation would be to try the cream for some days, and if its not completely healed, then you may need the tablet. But at this point, having a look at it by a gynecologist, would be a good next step.
