The injection of Botox causes muscle paralyses in the injection area.Since Bell's Palsy causes a temporary paralysis of the muscles in one side of the face, the face becomes asymmetric.

In Bell's Palsy,botox injection can be used in the affected side or in the healthy side,depending on the symptoms and on what defect is being corrected.
Botox injections can be used in the affected side of face to relax any muscle spasm or to reduce muscle contractions.

If you have a minor droop in one side of your face ,botox injection on the other side of face can give a symmetrical appearance of face.

yes,neuropathy can cause such changes on skin.

Neuropathy causes loss of normal sensations (can cause numbness and tingling sensations) and this is associated with skin changes.The skin can look waxy or dry,puffy.
