Question : Could the medication iodine 2 cause blood pressure to rise or could levothryoxin cause blood pressure to rise.

There is no published medical literature that I am aware of, which shows any association of iodine with blood pressure.
Levothyroxine can potentially cause elevations in blood pressure only when it is given in excessive doses, when it induces a state of 'hyperthyroidism' meaning there is too much thyroid hormone in the body.
Conversely, not taking enough levothyroxine, as reflected in a blood test for thyroid called TSH, also can potentially raise the blood pressure.
Both these effects on blood pressure are reversible with appropriate dose adjustments in levothyroxine
