Provera is also a progesterone hormone and increases the blood levels of progesterone.
You can go ahead with long down regulation cycle though your progesterone is less than 10. This is not an indication for preventing long down regulation cycle. I am not sure why they refused to do long down regulation cycle.
Since you are 41 years, you will benefit with short antagonist cycle. Long down regulation cycle is likely to cause more suppression in your case. Please discuss the possibility of short antagonist cycle in your case.

Provera does not contain natural micronised progesterone. The increase in progesterone levels will be very less with provera. Any way it is not important issue at all to start long protocol with down regulation.
Short antagonist cycle is best for you.
