Brief Answer:
3-6 months after leg surgery plan for knee replacement.

Detailed Answer:
Hello,
Thanks for posting your query.
In case of fractured tibia and fibula it takes 3 to 6 months for complete healing even after an internal fixation with nail and screws. An X-ray of the fractured leg after 3 months will help in detecting the callus formation. The rod and screws do not need to be removed.
You can plan for the knee replacement after proper healing of the leg so that you can bear weight after the surgery. Do take calcium and vitamin D3 supplements for an early healing.
Adding glucoamine supplements can help in reducing the pain in the arthritic knee till then.
I hope this answers your query.
