I had a low t3 months back and now my tsh is slightly elevated should I be concerned abpit hypo active thyroid?

Based on your description, its unlikely for a hypothyroid patient to have diaphoresis as hypothyroidism is associated with dry skin with minimal sweating.
Cold sweats, dizziness and confusion is classically associated with hypoglycemia. It can also be related to anxiety and panic attack. Blood pressure and blood sugar should be checked. Take something sweet right away and ask the nearest friend or relative to take you to a doctor nearby to rule out hypoglycemia and hypotension as the probable causes.

The TFTs should be repeated and if on thyroid examination there is a suspicious lump or swelling then radioisotope scanning can also be advised. Thyroid ultrasound can be done prior to it. If hypothyroidism is determined then thyroxine can be prescribed accordingly.
