I am dr.kakkar (dermatologist and venereologist). I have gone through your query and I have viewed the Images.
Vinegar test is not a specific test for Genital HPV infection. In the Images I can see 2 inflammed spots on the undersurface of penis. Vinegar application can turn an inflammed epidermis 'pale' but that does not necessarily means that it is due to HPV infection.
Moreover the Images that I see are not very suggestive of genital warts. I request you to kindly upload a few more clear and well illuminated Images so that I am able to guide you better.
Also let me know whether are you sexually active? If yes, do you have a single or more sexual partners?
When was your last sexual contact? Were you ever screened for STD's? when?

Thank you. I have reviewed the Images.
These skin lesions are erosions i.e breaks in the continuity of skin. They are certainly not HPV warts. In fact these erosions could very well be that of herpes genitalis which commonly presents with recurrent genital erosions.
I'd suggest you to just use a topical antibiotic cream e.g either Mupirocin 2% cream Or Fusidic acid 2% cream, twice daily for 5 days and that should be fine.

Retest with HSV (1 and 2) DNA PCR

Possibly these erosions are due to trauma. However I would suggest a retest for herpes for confirmation. HSV (type 1 and 2) DNA PCR would be conclusive.
(Sample for HSV DNA PCR would be taken from these sores, NOT from blood)
