Chronic cough can be is quite common symptom of asthma or COPD (Chronic obstructive pulmonary disease). Asthma and COPD are very similar disease however COPD is caused by regular smoking. Asthma is associated with allergy.
Both diseases give cough and phlegm (especially in the morning) due to bronchi spasm and chronic inflammation. Physical activity or stress can trigger the symptoms.
Chronic cough can be also a symptom of lung cancer. As you have been smoking, this disease should be ruled out as well.
Sever bacterial infection or even tuberculosis can be also a reason of your chronic cough.
I suggest you to visit pulmunologist and have some tests done. Chest CT (or X-ray, however CT is much better) should be done at first to rule out cancer. Next should be spirometry (blow test) to diagnose asthma and/or COPD.

Chest X-ray can not rule out lung cancer for sure. It is good for very advanced, large tumor diagnostics. However if you want to be sure, chest X-ray is necessary.
Asthma or COPD are very common diseases and your doctor should not have problems in ruling them out.
So in conclusion:
- spirometry (blow test) is really necessary at your case - it will tell if there is any obstruction or not
- chest CT is still a good idea
- in case of asthma or COPD, steroids and beta-mimetics inhalers should be prescribed
