From the description it seems you are suffering from hand eczema.
There could be many predisposing factors for the same like exposure to any allergen which could be simple use of strong soaps or detergents, resin from fruits or vegetables, exposure to spices, chemicals, fertilisers, cement etc. Sometimes it is endogeneous like in pompholyx etc. Whatever be the cause, to treat the same
1) use mild soap to wash hands
2) wear gloves while washing clothes, mopping, cleaning vessels or cutting vegetables ie wear gloves while doing household chores.
3) moisturise your hands frequently atleast three to four times in a day
4) apply a steroid cream twice in a day like mometasone cream till peeling and red bumps subside. Once the lesions subside maintain the result with intensive hydration of hands
5) if the lesions are too itchy take XXXXXXX antihistamine like cetirizine.

Hopefully with these steps, your eczema will improve.

Thanks for writing back.
The site of occurence of these lesions points towards pompholyx. It is a variant of hand eczema where small pin point fluid filled deep seated blisters develop over side of fingers and palms. Sometimes such lesions are seen over side of toes and soles also. These lesions can be itchy or give a slight burning sensation and heal with peeling of skin. Most of the times it is seasonal and is seen during weather change.
As I said whatever be the cause, the treatment protocol would remain the same.
