Before the herpes blisters appear, the person may feel the skin tingling, burning, itching, or have pain at the site where the blisters will appear

Pain during herpes infection is due to involvement of nervous system supplying vagina & bladder & neural pain is among the worse pains.
When there occurs recurrence of infection pain is mainly due to irritation of neurons & not due to occurrence of blisters.
Blister formation is more in primary infection.
In day time due to deviation towards other activity intensity of pain can be felt decreased.

I do not feel that you answered my question about the pain coming and going - with herpes attack, does the pain build up to a peak over time and then decrease gradually until it is gone OR can be painful then go away and then come back again an hour later? My feeling of pain is not simply distracted because I am doing other things, it is going away completely, then returning fully an hour or so later. Is this consistent with herpes attack or not? Please answer specifically to how I have asked the question.
With each attack are the nerves damaged further? Is this possible? If it is a second attack then this is much worse than before.
I do not believe it is herpes and am considering pudendal nerve damage as today the pain has moved into my buttocks and I have felt a few electric shocks in my pelvis, also my pain returns after I have been sitting down.
Is there a specific test I can have to determine any other virus or nerve damage? Would an MRI show up nerve damage and the root cause?

First of all I will congratulate you for your herpes test coming negative.
We can think about pudendal nerve damage if you are having any history of pelvic trauma or any other auto-immune disease.
Secondly pudendal pain keeps on worsening till evening & decreased in intensity in morning & there will be pain while passing motion.
You can go for MRI scan to rule out nerve damage.
If nerve is also intact then you can have vulvodyania.
Vulvodyania is disease of exclusion & patient presents same symptoms as presented during herpes infection & pudendal nerve damage.
So your herpes is ruled out, now you can go for MRI scan to rule out nerve damage.
If that comes normal then consult your physician for management of vulvodyania.
Once nerve part is involved it is very difficult to get 100% cure.
