How Can An Itchy Purple Colored Rash On The Shoulder Blade Be Treated?
FYI...started seeing a neuro doctor because my hands and feet are numb and frequently have pain that travels up the legs and arms.
Possible fungal infection or a contact dermatitis (eczema).

I read carefully your question and I understand your concern.
Since the rash it is itchy and flaking, I don't think it is broken vessels, because it would be normal skin and as you suspect would be more dark.
I think the rash is an eczema from the friction during your sleep (or other causes) or a possible fungal infection (if it is well demarcated from the skin around).
so, my suggestion is to use an antifungal cream for 7-14 days like ketoconazole 2% or Terbinafine 1% twice/day.
If not better or it worse, use a steroid cream- Hydrocortisone 1% cream, once/day, thin layer for one week.
If worse or not better, I would recommend seeing a local doctor.

Of course I cannot tell for sure what the rash is, without seeing it.
You can upload a photo in the report section in the corner of this question.
The 2 diagnoses I mentioned are the most common causes of a itchy and flaky rash.
But there are many rashes that can be to, but less common.
I don't it is herpes if it is that what you are thinking, because it would have gone by now.
If it is thick flaky, it can be psoriasis which is a chronic problem.
Again, please upload a photo so I can have a look at it and reevaluate the possible diagnoses if needed.
