How Can Redness In The Eyes Be Treated?

Question: My 9 year old grand daughter has a horizontal red band in both eyes only where the light hits the eyeball, when she opens her eye wide, the rest of the eyeball is white.

This redness will go away with a decongestant eye drop like business drops.Dtill I would be happier if you could provide us with a close up photograph,showing that band. XXXXXXX a day is oloptidine,an anti allergic drop ,since she doesn't have irritation and itching,it probably is not needed.
