Hello sir, thanks for trusting health care magic.
Condom has a very protection rate in prevention of pregnancy in case of ideal use.
Ideal use implies that everytime you indulge in sexual activity you should wear a condom and ensure proper wearing of the same and provided there is no slippage.
It has a failure rate of around 14% in routine use which happens in most of the couples.
It is good if condom use is combined with calendar method that is avoiding sex during mid cycle (mid cycle is between day 10-18 of the menstrual cycle in a female with regular cycles).

No, if the condom is intact there are no such risks associated with sexual activity but if there are skin abrasions on thighs or area above the genitala then the patient has a risk of contacting the skin infections but that risk is very less and rather negligible in a patient with intact skin and good health status.
Condom has the best protection against sexually transmitted diseases.

hmmm but wat if the condom has been torn off during the intercourse...... didnt stayed for long tym... took it out in seconds. .!! ... took a test ... hiv results is 0.23 n non reactive... but my wbc count is high...... any possibility of hiv infection?

Chances of getting infected are 3-30% after an unprotected intercourse (torn off condom is categorized as unprotected intercourse even if it was matter of seconds)
Most important factor is intact Skin and mucosa of your penile skin.
WBC count is a very non specific investigation.
I recommend you to take HIV prophylaxis medicines if you suspect your female partner to be infected.
And then repeat HIV testing after 3 months.

ART prophylaxis or P24 assay

Detailed Answer:
Visit your nearest ART center which are always there in government hospitals and offer full knowledge and kit containing required medicines.
Kit given contains zidovudine, indinavir and lamivudine.
These drugs are to be taken daily for 4 weeks and is given to all the cases prone to HIV infections as in your case you don't know the HIV status of the female.
Also there is a laboratory test named HIV P24 assay (which is a costly test) you can get done which will confirm the negative status for HIV.
So in nutshell either-
1) visit an ART center and get prophylaxis for HIV (free of cost)
2) get P24 assay done which will confirm the HIV negative or positive status. (Costly test).

P24 can be done anytime after contact with a suspected or confirmed HIV positive person as it basically detects viral particles in the blood so has no waiting period prior to positive test.
Waiting period is in western blot or HIV ELISA tests which detects viral antibodies as these antibodies require a period of 4-12 weeks before giving a positive test.
In case possible then get P24 assay so that you are relieved of the anxiety and need to take prophylaxis.
