Rashes are very common, severe reactions are rare

Most common allergic reactions are rashes and itching only and they can be safely treated by taking antihistamine drugs like hydroxyzine or cetirizine and by applying lotions such as calamine.
Throat edema, suffocation, etc are really severe reactions but they do not occur frequently.
I would also like to mention here that although your mother has got allergy to Ciprofloxacin, overall Ciprofloxacin allergy is not very common compared to other antibiotics such as penicillins, sulfa drugs, cephalosporins, etc.

As per my knowledge and experience, I have not seen any interactions between atenolol and ciprofloxacin-Flagyl (metronidazole).

A single dose or a few doses of ciprofloxacin and metrogyl usually do not cause such symptoms.
If you have had taken drugs from group of ciprofloxacin (known as fluoroquinolone group) for long time/frequently in recent past, they can cause some joint/tendon symptoms. If it is not the case with you, I would not think feeling of band around ankle can be caused by a few doses of any of them.
Please inform your doctor about your new symptom.

Cipro in last December would be a relatively long before in my opinion. So it should be causing any problem.
Kenalog injections are steroids. Usually they would not interfere.
