how did you loose all this weight? Did you try to do so or was it involuntary loss? Loosing all the muscular and fatty tissue in the extremities and having more fat on central areas, the neck and the face may be a sign of increased cortisole production, which may also cause blood glucose levels elevation. So if you do have these characteristics then your doctor should check you for Cushing's syndrome.
If you lost the weight on purpose and there's nothing abnormal going on, then the only thing you can do is to exercise, in order to increase the muscular mass in your legs. Exercises which require almost maximal strength are the most effective in inducing muscle hypertrophy. You should consult your doctor before engaging into such activities though.
There is no easy solution as a cream or a drug...
