Brief Answer:
No , single test is not 100%

Detailed Answer:
Thanks for your question .I am Dr Matin and will be answering your question .
No single test can be 100%.This is called 'sensitivity' which is the power of picking up the positive cases. To make it 100%(to increase the sensitivity) we do three tests simultaneously, of the same blood sample using three different methods
(in Govt set ups called' ICTC-Integrated Counseling & Testing centres in India)
The protocol is one test at base and another @ 3 months exposure , so a negative test @115 days means ,you are a negative person to the certainty of 99.7, which is acceptable in practice.
Hope this helps.

Brief Answer:
No confusion there

Detailed Answer:
It has been explained already ,No matter of confusion just to make it, 100% sure in govt set ups (ICTCs) three tests simultaneously with the same sample are done on the same day. Even Tridot is 99.7% sensitive and acceptable .
Rashes , ulcers are general symptoms and they can't be taken as symptoms of HIV unless substantiated with a positive HIV result.
Hope this is useful.
