Generally to facilitate easy abortion doctors prescribe Mifepristone plus Misoprostol (cytotec) together. Mifepristone is main abortifacient and misoprostol increase the chances of bleeding and pushes the aborted foetus out of the womb.
If you are given Misoprostol, a mild abortificient, which also facilitates abortion; it is always better to test with post abortion(bleeding) Ultrasound scan if there are any left overs of the foetus in the womb. You had not mentioned what week foetus are you carrying, so the bleeding depends on the age of the foetus.
So to answer your question, any abortifacient including Cytotec should be confirmed with post abortion scan.

Generally complete abortion is preceeded by heavy bleeding and passing large clots. In this case it is evident that those two pills were ineffective presuming that doctors tried to abort an inevitable abortion.
In this circumstance my colleague gynecologist generally do not favour repeating / attempting another trial with medications. The process should be completed by a procedure - dilatation and evacuation. However before attempting it, an ultrasonogram should be done. I suggest the patient to get back to the treating doctor and discuss about my views.
